Yale Alumnus To Join UA Legal Counsel

FAYETTEVILLE, Ark. -- William R. Kincaid of Fayetteville had been selected to serve as an Associate General Counsel at the University of Arkansas, Fayetteville.

Kincaid is a 1988 honors graduate of Yale University and obtained his law degree in 1993 from the University of Virginia and also was awarded a master's of public affairs from Princeton University through a joint program. Kincaid served as a law clerk to the Honorable Richard S. Arnold, then Chief Judge of the United States Court of Appeals for the Eighth Circuit. For the past six years he has been employed in Washington, D.C. with the United States Department of Education and the White House Domestic Policy Council. He most recently served as senior advisor to the assistant secretary and project manager of the Comprehensive School Reform Demonstration Program, which provides incentives for schools to undertake comprehensive, research-based reform efforts.

Kincaid will join T. Scott Varady in the Fayetteville office of the General Counsel and will focus on providing legal assistance and advice to faculty and administrators of the University of Arkansas, Fayetteville. Mr. Kincaid will also represent the University and its employees in litigation.

"We are very pleased to have Bill join the University of Arkansas General Counsel's office in Fayetteville," said Fred Harrison, University of Arkansas general counsel. "Bill has an excellent academic background and gained solid experience through his judicial clerkship with Judge Arnold and his positions of responsibility with the U.S. Department of Education. He and Scott Varady constitute a uniquely qualified team to furnish the University the advice and legal representation which it requires."

Kincaid is married to Kathryn (Missy) Darwin Kincaid, a graduate of the University of Arkansas. They have a son, Emory Darwin Kincaid, who is one year old. Among many significant ties to the University of Arkansas, Mr. Kincaid's mother, the late Diane Blair, served with distinction for a number of years as a member of the faculty of the Department of Political Science in the J. William Fulbright College of Arts and Sciences.
